(Page 21 <br />MINE ID 11 Olt PROSPECTING ID Jt M-78-170 <br />INSPECTION DATE 4-20-99 INSPECTOR'S INITIALS SSS <br />OBSERVATIONS <br />This was a pzirtial inspection of the Ellison Pit conducted to evaluate the Phase IB portion of the permit area for release from <br />reclamation responsibility. <br />The surface cf this area is well graveled and graded for positive drainage. The site drains to a nontJischarging settling and <br />evaporation {pond located on the border of Phase IB and Phase II. The settling pond will remain as permanent sediment <br />control for the site. Though not under this Division's jurisdiction, it is recommended that the magnesium chloride tanks <br />stored on the edge of this settling pond be placed in a spill containment structure to prevent contamination of the entire <br />settling pond area, in the case of a spill or tank rupture. <br />Delta county's new asphalt batch plant is being erected on the Phase IB area. The mine plan for this site allows placement <br />and operation of an asphalt batch plant in the permit area. However, the batch plant processes material from several <br />permitted gravel pits and therefore is not required to be within the boundaries of a permitted mine site. With this in mind, <br />and because the post-mining land use for the Phase IB area is industriallcommercial, the batch plant location is not contrary <br />to the approved reclamation plan. <br />Stockpiles of processed gravel material are located on the phase IB area. These stockpiles are composed of material from <br />several permitted operations. The material is trucked to this location for processing and asphalt production. Because these <br />piles are consistent with the post-mining land use, and are part of the asphalt production process, their placement on the <br />area to be re eased does not jeopardize this release request process. <br />No significart signs of erosion were observed on the Phase IB area. All surfaces and roads were well graveled and <br />maintained. No dust problems were noted. <br />Nothing was noted that would be considered as inconsistent with the reclamation plan or the designated post-mining land <br />use. <br />The Division recommends that the release request for Phase IB of the Ellison Pit be approved. The operator is encouraged <br />to mark this .jrea well, and ensure that no operations, to be conducted only within the Ellison Pit permit area, encroach on <br />this area aftor it is released.
