III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations <br />made during the inspection. Comments in Section IV describe any enforcement actions <br />taken during the inspection and the facts or evidence supporting the enforcement action. <br />Notes: The bridges are in disrepair. A reduced level of maintenance, sufficient for foot <br />traffic, has been approved. <br />SIGNS AND MARKERS The permittee sign at the fan shall road is in disrepair. Permit <br />boundary signs on Pitkin County Road 1 were in place and in good repair, Permit <br />boundary sign posts on Middle Thompson Creek US Forest Service Road 306 had <br />been sheared off, but the signs were placed upright on the cut-bank of the road, <br />and are serviceable. <br />HYDROLOGIC BALANCE There was water discharge at Outfall 001. The Long Pond <br />and Treatment Ponds 1 and 2 were full and operating properly. There was no flow to <br />Pond 9. There was no water in the Waste Disposal area pond. There were no <br />discharge from surface flow (the area was dry). <br />BACKFILL & GRADING (and DEMOLITION) No demolition work had been <br />accomplished on the flume bases at upper North Thompson Creek, and at upper <br />and lower Middle Thompson Creek.
