i <br />2 <br />Itl. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />This aerial inspection was flown on December 27, 2000. There were no compliance problems <br />observed during the overflight. The digital images were reviewed on December 28, 2000. <br />Snowfall covered the higher elevations of the mine site, although south facing slopes were not <br />covered with snow at the lower elevations of the mine site. <br />Reclamation <br />The backfilling of the West Mine portal area continues. On site were two excavators, two dozers <br />and a compactor. The backfill is about 20 to 30 feet below the lowest highwall terrace. The silt <br />fence on the south facing portal bench outslope was functional. The topsoil berm just upgradient <br />from the silt fence was also functional. There was no evidence of any offsite disturbance. <br />At the East Mine, the operator is dismantling structures. The fuel barn superstructure has been <br />removed. The dismantling of superstructures on the crusher/screener bench is in progress. <br />Slope Stability <br />There were no signs of slope instability with the cut and fill slopes at the east mine and the west <br />mine. <br />Roads <br />All of the roads at the east mine and west mine were snow covered, but appeared to be passable. <br />Hydroloev <br />The sediment pond at the 1Vest Mine was snow covered.
