III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during the <br />inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br />evidence supporting the enforcement action. <br />There has been collapse at the airshaft located to the north of the upper portals (NW Ya NW Ya <br />Sec 35, T7N, R89W). This feature was approximately 30 feet long, 15 feet wide, and 10 feet <br />deep when last visited. There are also subsidence features on the coal seam midway <br />between the airshaft and upper portals. These items have been referred to AML. <br />Items of concern from previous inspections: None. <br />This report is based on an aerial inspection of January 8, 2002. Mr. Harry Ranney, <br />Environmental Protection Specialist (EPS) of the Division, made the flight and took Photographs <br />46-02-01-08-1 (1), 46-02-01-08-2 (2), and 46-02-01-08-3 (3). The subsidence features mentioned <br />above do not appear in any of the photographs This report is compiled by Byron G. Walker, <br />EPS, based on an oral debriefing of Mr. Harry Ranney and a review of the photographs taken <br />by Mr. Ranney, Mr. Ranney stated that he saw no problems at the site. The Photographs are <br />on file at the Division. Comments are necessarily limited to the scale and detail of the <br />photographs. <br />All areas of the site except for the subsidence features mentioned above are best seen on <br />Photograph 46-02-01-08-1. All features appear to be in good shape. The clean-water <br />interceptor ditch is shown across the north. The portal pad is covered with snow. The removed <br />crib wall area looks stable. The backfill over the collapse portion of the lower air shaft appears <br />to be in good shape. The sedimentation pond contains snow, and looks in good shape. <br />Photograph 46-02-01-8-2 is a closer view of the reclaimed lower air shaft portal. Photograph <br />46-02-01-8-3 is taken at a higher altitude and is near vertical. The entire site is well covered <br />except for the areas of collapse mentioned above. The trail in the upper right hand corner of <br />the photograph leads to the collapsed air shaft mentioned above. One of the minor collapse <br />features is also visible in this photograph. <br />HYDROLOGIC BALANCE The interceptor ditch contains snow as is the diversion ditch above <br />the reclaimed cribwall. The sedimentation pond contains snow. There is no surface flow visible <br />in the photographs. <br />SUBSIDENCE See the introductory remarks concerning items of interest above. <br />RECLAMATION SUCCESS There does not appear to be any erosion of reclamation work <br />(reclamation of the crib wall or the backfill over the lower air intake portal). <br />Page -3 of _4_ Pages, (date) _t4 Jan 2002 (initials) +4.i- <br />
