<br />III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during the <br />inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br />evidence supporting the enforcement action. <br />This partial inspection of the Blue Flame Coal Mine was conducted by DMG staff from <br />the Durango Office, 484 Turner Drive, Building F, Suite 101, Durango, CO 81301, <br />phone (970) 247-5469. The permit for the Blue Flame Coal Mine was revoked over 5 <br />years ago. Financial warranty was forfeited and utilized for final reclamation. No <br />activities were observed, no personnel encountered during the time of this inspection. <br />Conditions appeared unchanged since the last inspection. <br />Mine entrance roads have remained to provide access to adjacent agricultural fields. <br />Russian knapweed was well established on portions of the mine entrance road entering <br />the permit area from the King Coal side. <br />Backfilled and graded areas appeared stable, evidence of slope failure, slope movement <br />or excessive erosion was not observed. Reclamation vegetation was well established, <br />diverse and appeared at least equal in extent of cover to surrounding undesturbed <br />areas. Russian knapweed and Canada thistle were observed on portions of the <br />reclaimed haul road. <br />
