COMMENTS -COMPLIANCE <br />Below are comments on the Inspection The comments include discussion of observations made <br />dunng the inspection Comments also describe any enforcement actions taken dunng the inspection <br />and the facts or evidence supporting the enforcement action <br />This was a partial Inspection conducted by Kent Gorham of the Colorado Division of <br />Reclamation, Mining, and Safety (Division) This former mountaintop removal operation is in <br />the final stages of completing reclamation. The site has achieved a Phase I bond release for <br />most areas. Ground conditions on this day were snow-covered in all areas. <br />Roads <br />The Jeff Canyon haul road was recently bladed of snow cover, likely for access to the coal <br />bed methane wells adtacent to the rnine reclaimed area The approved post-mining land use <br />is "industrial" for this road until it reaches the disturbed area for support of the coal bed <br />methane extraction activities ongoing on the Hill Ranch. <br />TODSOII <br />Topsoiling is nearing completion at the site No work has been completed since the last <br />State inspection. Topsoil is stockpiled for re-spread at the toe of slopes above pond 6.
