'1 <br />III. COMMENTS -COMPLIANCE Spctll,kC~e C"~/-(l ~y <br />IY~,,, o~ ~pza <br />Below are comments on the inspection. The comments include discussion of observations <br />made during the inspection. Comments also describe any enforcement actions taken during <br />the inspection and the facts or evidence supporting the enforcement action. <br />This was a partial inspection of the Southfield Mine conducted by Jim Stark of CDMG. AI <br />Weaver of EFCI accompanied me. The mine is shut down and has been in temporary <br />cessation since 18 December, 2001. The mine is still hauling coal and has about one week (of <br />coal) leff in the stockpile. The weather was cold and clear and there was snow on the <br />ground <br />SIGNS and MARKERS: All of the necessary signs were up and in good condition (including mine <br />ID sign and topsoil stockpile signs). <br />ROADS: The mine entrance road was well maintained and in good condition. The haul road <br />to the refuse pile was also well maintained and in good condition. The road from Pond 1 to <br />Pond 2 and through the bone-yard was also in good condition. <br />HYDROLOGIC BALANCE: <br />- Pond 1 contained water and was about one foot below the discharge pipe. The pond is <br />well vegetated and in good condition. <br />- Ponds 2 and 3 are lined ponds used for the wash plant. Both of these ponds contained <br />water at their respective high water marks and were in good condition. <br />- Pond 4 contained a small amount of water at the inlet. It is well vegetated and in good <br />condition. <br />- Pond 5 contained water at a level just below the discharge pipe. This pond was well <br />vegetated and in good condition. <br />-The ditches along the mine entrance road and the haul road to the refuse pile all appeared <br />well vegetated and in good condition. The 100-year ditch around the refuse pile has been <br />reestablished and is in good condition. <br />- Both ponds at the loadout were dry and in good condition. <br />PROCESSING WASTE: <br />- The final lift on the "old" portion of the pile appears to be complete. EFCI is doing work to tie <br />the new portion of the pile into the old portion. <br />-There did not appear to be any water pooling on the active areas of the refuse pile. <br />- About a 1-acre strip at the East Side of the active refuse pile has been covered. This area <br />has been disked and is awaiting seeding. <br />REVEGETATION/RECLAMATION SUCCESS: The "old" revegetation on the refuse pile is in good <br />condition. The strip that was reseeded in the early spring also appears to have grown nicely <br />over the past summer. The portion of the refuse pile that was just covered needs to be <br />reseeded and mulched. The vegetation at the loadout appears to be in good condition (it <br />looks like that of the surrounding areas). <br />
