However the scheduling criteria for the soil <br />stockpiling plan will remain as noted above. <br />The soil stockpile plan as outlined in the 1988 Technical <br />Revision, based on an 18 million pound compared to the current 36 <br />million pound per year production rate, required 0.61 MCY ley the end <br />of 1992. By comparison, the proposed plan requires 1.36 MCY for the <br />reasons noted above. <br />The proposed operating plan for 1991 is to salvage the remaining <br />organic material from the tailing basin. The 44,000 cubic yards of <br />timber that has been previously harvested and pushed to pipes will be <br />moved to ultimate stockpile meas. Stumps and other organic material <br />will be brushraked from the tailing basin. This salvaged timber and <br />organic material, previously not addressed in the Reclamation Plan <br />will be saved for future possible reclamation uses such as:' strategic <br />placement to prevent wind erosion at vulnerable locations; piled in an <br />effort to encourage small wildlife habitat within the recl~imation <br />area; or mulched and mixed with soil to enrich the growth medium. <br />This stockpiled timber and organic material will be moved alnd <br />subsequently covered with soil to minimize fire potential. <br />The proposed operating plan for 1992 is to stockpile _0,000 cubic <br />yards of soil. As noted earlier, at current production rages, 1.36 <br />MCY of soil will be required at year end 1992 to cover the tailing <br />area as specified. This plan will result in a total soil available <br />for reclamation amount of 1.99 MCY, consisting of the stockpiled <br />amount of 0.52 MCY and the in-situ inventory of 1.47 MCY. <br />The 1.79 MCY ultimately required to cover the tailing area to an <br />average twelve inch depth under the current mining plan reF~resents a <br />substantial increase over the 0.89 MCY proposed by the 1988 Technical <br />Revision. Soil test plot analyses will continue in an effort to more <br />closely document any revegetation differences in six inch average <br />versus twelve inch average soil depth and enable cost-benefit <br />evaluations to be performed. <br />The Henderson Mine and Mill requests that the division approve <br />this Technical Revision to the reclamation plan.
