III. COMMENTS -COMPLIANCE <br />Below are comments on [he inspection. The comments include discussion of observations made during the inspection. Comments <br />also describe any enforcement actions taken during the inspection and the facts or evidence supporting the enforcement action. <br />Sandra White (White) of Twentymile Coal Company (Twentymile) accompanied Byron Walker (Walker) of <br />the Colorado Division of Minerals and Geology (Division) during this inspection. Photographs included in <br />this report aze on file in digitized form at the Division, and will be provided to Twentymile upon request. <br />AVAILABLITY OF RECORDS <br />Public review copies of the Technical Revision Applications 45. 46. and 47 were found on file at the Routt <br />County Court House on March 14, 2005, the day before the on-site inspection of the Foide] Creek Mine. <br />ROADS <br />Paved haul roads were in good shape. Unpaved roads had been bladed. <br />HYDROLOGIC BALANCE <br />There was some snow over the site. There was no dischazge from Ponds C, E, F, G, and T. There were trickle <br />discharges at Pond B and at Pond D (0.03 foot on the flume gage). There was no dischazge from the Fish <br />Creek Borehole. Dischazge from the Fish Creek Tipple Pond was not checked. Water sampling sites on <br />streams about the permit area were frozen over and covered with snow. No water quality measurements were <br />made. <br />BACKFILL AND GRADING <br />Remaining backfill and grading requirements are associated with Tong-term mining facilities. No such <br />activities were observed or underway at the time of this inspection. <br />PROCESSING WASTE <br />Processing waste was being hauled to disposal area 2. Material was being placed in echelon rows. With spring <br />thaws, these materials need to be spread and compacted, with appropriate drainage. <br />SUPPORT FACILITIES <br />The flume at Pond F needs to be cleaned. <br />GENERAL MINE PLAN COMPLIANCE <br />Operations were in compliance with the general mine plan. <br />Low-quality coal was being stored in the vicinity of Waste Disposal Site 1. Stockpiles had been drawn down <br />since recent inspections. Quality coal was being processed to the Belt-Out-Back (BOB) sites. The BOB <br />stockpile was within permitted limits.
