III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during the <br />inspection. Corrunents also describe any enforcement actions taken during the inspection and the facts or <br />evidence supporting the enforcement action. <br />This was a partial inspection conducted by Joe Dudash of the Colorado DMG. No one represented the <br />operator during the inspection. All of the sites were covered in snow and the temperature was cold. <br />Unit Train Loadout <br />Most of the site was covered I snow. There were no coal rail cars at the loadout, only two Union <br />Pacific work cars. No probiems were noted with any of the loadout facilities. The three entrance gates <br />were open and mine ID signs were up at each one. <br />The sediment control system was functional. The west collection ditch had sufficient capacity. The <br />central clean water diversion ditches and culverts also were functioning properly. The sediment pond <br />was dry. The sediment pond's upland diversion ditch and culverts were clear. <br />Well Field <br />The entire site was snow covered. The road up Steven's Gulch had been graded. The road to the site <br />was passable. The mine ID sign was up and contained the correct information. Mine ID signs were also <br />up along Steven's Gulch road where the permit boundary crosses the road. No problems were noted <br />with the pump house and with the topsoil stockpile. The topsoil sign was up. <br />Run-of--Mine (ROM) Stockpile <br />The entire site was covered in snow. A few deer were grazing on site. The sediment pond had a little <br />ice in it. The pond embankment appeared to be stable. The entrance haul road was passable and the <br />mine ID sign was up. <br />West Mine <br />The entire backfilled and graded site was covered in snow. Several deer were grazing on the <br />revegetated slopes. The road to the West Mine was passable and the mine ID sign was present. There <br />were no signs of slope instability or erosional problems. The two sediment ponds in series were <br />covered in snow. The lower pond had a little ice in it, well below the discharge pipe elevation. <br />c: /word/bowie 1 /insp 1205 <br />
