III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />This was a complete inspection conducted by Kent Gorham of the Colorado Division of <br />Minerals and Geology. This former underground mine was reclaimed and reseeded in 1996 <br />and early 1997. The weather was cool and ground conditions were very dry. <br />Availabilitv of Records <br />The public copy of the mine records has been moved from the Tri-State railyard office to the <br />office of Peak Project Management (PPM). The contact, address, and phone number for <br />PPM is Ron Thompson, Peak Project Management, 34115 County Road 20.8, Trinidad, CO <br />81082, 719-846-4975. All records were found in compliance as detailed on page 2a of this <br />report. <br />Reveoetation <br />Vegetation has gone dormant due to the onset of early winter weather. Reclaimed areas <br />including the main facility area, the Apache vent shafts, the power drop and substation, and <br />the reclaimed areas of ponds 2, 3,4, and 5 were found in normal condition for this time of <br />year. Dry conditions have prevailed since the last inspection. Litter cover is excellent going <br />into the winter season. <br />Offsite Support Facilities <br />The NW-1 vent shaft area was inspected with Mr. Thompson. He indicated that he had met <br />that morning with Haliburton to discuss sealing plans for this former ventilation shaft. Using <br />large aerial photographs taken when the ventilation facility was in operation, I was able to <br />determine the status of mine-related power poles at this former ventilation fan site. All power <br />poles in the vicinity of the fan shaft (except one) that ran power from the line south of the <br />Purgatoire River to this site have been removed. The one exception was a pole to the east <br />of the site that has been incorporated into the power line running north of the river. (see <br />enclosed photo) Mr. Thompson believes that San Isabel Electric chose to leave this pole for <br />this use rather than remove it. This pole lies to the east of the Sanistevan road. Poles in the <br />Chacon pasture have also been removed. <br />
