Y <br />III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />This was a complete inspection of the Coal Ridge Mine conducted by Erica Crosby of DMG. No <br />company representative was present during the inspection. The Coal Ridge Mine is in reclamation <br />only status. Weather conditions on site were overcast but warm. Ground conditions were damp. <br />Records Mine records were inspected at the Garfield County Courthouse in Glenwood Springs. All <br />four items noted in the February 2, 1997 report have been filed. The operator should note that the <br />NPDES General Permit expires June 30, 1997 and the Certificate of Insurance expires July 12, 1997. <br />Signs & Markers The Mine ID sign was posted, and all information was accurate. <br />Roads The road leading into the Coal Ridge Mine was in good repair. <br />Hydrologic Balance Irrigation water was flowing into the sediment pond via ditches 1 and 3. The <br />water level was well below the spillway structures. The Division assumes that this water is being <br />diverted to the pond for livestock use. The inlet ditch to the pond is down cutting on the western side <br />and should be repaired. Ditch 5 (vulcan ditch) was also flowing water. <br />Backfilling & Grading Backfilled slopes and terrace benches appear stable. There were no major <br />erosion features on the backfilled areas. <br />Revegetation No cattle were present on site during the inspection. However, with the irrigation water <br />being diverted into the sediment pond, the Division assumes that the land owner will move the cattle <br />back on the site. The site has been heavily overgrazed. Noxious and undesirable weeds were noted <br />throughout the mine site. In the May 13, 1997 report, the Division requested that the permit be revised <br />to include a plan for proper grazing management. This has yet to be submitted to the Division. <br />
