/A
r
Inspection Report
Permit: C-81-026
Inspection date: 02-01-94
Company: Slurco Corporation
P. O. Box 281304
Lakewood, CO 80228-8304
A complete random sample inspection was conducted at this mine
site on February 1, 1994. Participants were Edzel R. Pugh,
representing the Office of Surface Mining Reclamation and
Enforcement (OSM) and Randy Price, representing the Colorado
Department of Natural Resources, Division of Minerals and
Geology (DMGj.
The weather was clear and sunny, but cold (8 degrees F at noon
in nearby Walden, CO) and the wind blew constantly at
approximately 15 MPH for the duration of the inspection. The
ground was covered with snow ranging in depth from bare, in
one small spot, to several feet in drifts on the west side of
the permit.
Due to drifting snow in the road we were compelled to walk the
last half-mile to the mine site. With the aid of snowshoes we
were able to traverse the critical areas of this reclaimed '.
surface mine with little difficulty. The pond embankments
appeared to be stable and the primary and emergency spillways
were clear of debris. The ponds did not appear to have any
accumulation of water; however, a small pool may have been
frozen and hidden by the snow. The permitted area was fenced.
The permit identification sign was weathered and will need to
be replaced soon. Because of the snow cover, vegetation and
erosion was practically impossible to evaluate on most of the
reclaimed area. There did not appear to be any deep rills or
gullies.
A review of the records was conducted at the courthouse in
Walden, CO. The following documents were found:
1. Permit renewal (expires 12-01-96)
2. Findings document
3. Liability Insurance (expires 07-01-94)
4. Rill and Gully Report for 1993
5. Annual Reclamation Report
6. Annual Hydrological Monitoring Report (01-06-94)
7. Quarterly Pond Inspection Report (current to last
quarter)
8. As-Built Certifications for Ponds #1 and #2
9. NPDES Permit (valid thru 06-30-97)
10. Water Monitoring Reports for the past four
3~~
