Main <br />Cortez, CO 81321 <br />The Friends of South Montezuma Valley, Inc. would like to bring the following to <br />your attention: <br />1. Stone Crushing, a gravel mining and gravel processing operation on federal <br />public land at County Roads 21 and F, Montezuma County, Cortez, CO has not <br />been controlling the fugitive dust. Mr. Stone stated in his Colorado Department <br />of Public Health 8a Environment Air Pollution Control Division, Permit No. <br />9BMN0353F, fugitive dust would be controlled by natural moisture or spray <br />bazs. <br />Mr. Stone also states in his Reclamation Permit Application to the Division of <br />Minerals and Geology, State of Colorado ~No. M-97-089) that "Water for project <br />operations dust abatement, pre-wetting of roads sprinkling shall be purchased <br />from off-site sources such as the City of Cortez, Montezuma Water Company, <br />or from active irrigation water rights converted to temporary industrial use." <br />As of this date, Mr. Stone has not been controlling the fugitive dust. <br />Mr. Stone also filed a fugitive dust control plan to the State of Colorado, <br />Colorado Department of Public Health and Environment. In this plan he <br />specifically states that he will control the fugitive dust by water. <br />2. On September 3, 1998 sometime between 12:30 p.m. and 1:15 p.m. Susan <br />Campbell Bell drove her truck to the site. She drove on the BLM access road. <br />She drove approximately fifty to seventy-five feet inside Mr. Stone's unlocked <br />gate. The purpose of her trip was to photograph the excessive dust and verify <br />Mr. Stone's lack of commitment to dust control stated in his applications and <br />fugitive dust control plan. <br />
