(Page 2) <br />MINE ID # OR PROSPECTING ID #: M-1996-082 <br />INSPECTION DATE: 10/27/05 INSPECTOR'S INITIALS GRM <br />OBSERVATIONS <br />This inspection was conducted as part of the normal monitoring program established by the Colorado Division of <br />Minerals and Geology. LaFarge West is the permitee for this 112c permit located 27 miles east of Rangely, on State <br />Highway 64. Julie Mikulas, LaFarge Land Manager, accompanied the inspector on site. <br />Signs and boundary markers were observed that comply with the rules and regulations. The sign was observed at <br />the main entrance to the site. Boundary markers were white PVC pipes at appropriate corners and boundary lines. <br />The Mining Plan calls for a phased operation of excavation and reclamation. Currently, there has been no <br />excavation for some time in Phase 1. A small area of approximately 3 to 5 acres has been disturbed and processed <br />materials are stockpiled within this area. Very little activity is evident, but the site is neat and orderly. No debris, <br />mining equipment or trash was noted within the boundaries. <br />No actual reclamation other than some sloping appears to have been done. Volunteer vegetation includes rabbit <br />brush, sage, four-wing saltbush, cheat grass and native grasses. The operator has an active weed-spraying program <br />to control halogeton and other undesirable weeds. The inspector noted a crop of tamarisk establishing in the <br />disturbed pit area. The tamarisk is not listed as a problem at this time; however, it is an issue of concern that is <br />noted for future monitoring. It is highly recommended that LaFarge aggressively treat the tamarisk now, to prevent <br />the spread of this noxious plant. Topsoil stockpiles were noted along the northern edge of the disturbed area. <br />Vegetation, although volunteer in nature, appear to be preventing erosion. <br />The inspector did not observe any stormwater or erosion issues of concern. No off-site damage or other such issues <br />were noted. <br />The Financial Warranty has not been updated since the issuance of the permit. However, the lack of anticipated <br />disturbance means the $37,000.00 currently held exceeds any work that would be required to accomplish <br />reclamation. Should there be a major change in the activities at the site, staff will review the bond at that time. <br />Overall, the permit area is clean and stable.
