III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />This was a partial inspection of the New Horizon Mine for the month of May, 1996. <br />The irrigation systems have been installed on the Rice Tract and the reclaimed portion of the <br />active New Horizon Mine. The operator will need to refine the irrigation iprogram on the sloped <br />portion of the Rice Tract due to the erosion of surface soil being experienced there. Rills formed <br />by the erosion, and the settling crack which developed due to the irrigation, will need to be <br />repaired and reseeded. <br />Oats are beginning to grow on the Rice Tract site as well as Russian thistle and Kochia. <br />Evidence of grass germination was not noticed. The irrigation has been in effect for <br />approximately one week at this site. <br />The irrigation system at the New Horizon Mine was just activated the night before this <br />inspection and therefore had not been in operation long enough to evaluate it's performance. <br />The "Mount Nucla" overburden pile was being excavated and hauled to the pit for disposal in an <br />effort to reduce the amount of overburden to be hauled to the final cut area of the operation. <br />Another benefit of this operation is the subsequent straightening of the haul road on the north <br />end of the pile, which has been a safety concern in the past. <br />
