COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />This was a complete inspection of the King Coal Mine for the month of March, 1999. <br />RECORDS: Records were inspected and found to be in compliance. Further details of the records <br />inspection can be found on page 5 of this report. <br />HYDROLOGIC BALANCE: Most of the snow has melted from the site. Both ponds had water in <br />them but were not discharging. The ponds are stable and capable of functioning as designed. <br />All culverts and ditches were inspected and two required minor cleaning. All were found to be <br />capable of functioning as designed. <br />GENERAL MINE COMPLIANCE: The site is well maintained and erosionally stable. No problems <br />were noted during the inspection. <br />EXCESS SPOILS AND DEVELOPMENT WASTE: The waste pile is stable and all water is diverted <br />off the top and into ditches. Changes to the piles configuration have been implemented and <br />conform to the approved designs. The pile's face has been partially reclaimed and has been <br />seeded and covered with an excelsior mat to protect the topsoil and promote vegetative growth. <br />
