.~ <br />INSPECTION REPORT - PAGE 2 <br />FILE N0. 77-227HR <br />DATE: May 2, 1985 <br />OBSERVATIONS OF IMPORTANCE: <br />1. The inspector was accompanied by Mr. Ed Quiller during the field <br />inspection. After the field inspection a meeting was held with Mr. Tom <br />Sylvester (Superintendent), Mr. Norman Harvey (Geologist) and Mr. Ed Quiller <br />(Foreman). There was a discussion of concerns raised during this inspection, <br />a discussion of MLRB Regulations and a discussion of submitting an amendment. <br />Mr. Sylvester stated that Colorado Aggregates was recently purschased by Hecla <br />Mining Corporation. <br />2. Topsoilbas been salvaged at this site but the location of stockpiles <br />appears to be random. Oversized material has been dumped onto topsoil <br />stockpiles. Although topsoil is salvaged, a better construction management <br />plan is needed to assure proper handling of topsoil (see recommendations). <br />3. Oversize material and crusher fines are also a problem on this site. It <br />was discussed that the oversized material is not considered product at this <br />time. However, in the future it may be processed (crushed). Numerous <br />oversized material stockpiles are also located on the property. Handling, <br />processing, stockpiling or wasting of this material needs to be addressed in <br />the permit, in terms of final reclamation. (See recommendations.) <br />4. The cursher fines waste dump was mixed with trash. Trash has been <br />improperly disposed of at this mine site and is not addressed in the permit. <br />The inspector stated that minesites are not landfills. <br />5. The mine is located at Mesita Hill. The loadouts and facilities for this <br />mine are within the town of Mesita. It was noted that stockpiles of material <br />are placed in various areas around the town. The loadouts and facilities are <br />not included in the permit. <br />6. The inspector thanks Colorado Aggregate Company for their cooperation <br />during this inspection. <br />RECOMMENDATIONS: <br />1. Remove wasterock (oversized) from the topsoil stockpile located south of <br />the crusher plant prior to May 31, 1985. It is further recommended that once <br />topsoil is salvaged it should be graded, marked with signs, quick cover seeded <br />or otherwise protected from erosion. Please respond in writing to the <br />Division concerning this matter. <br />2. IMMEDIATELY discontinue further disposal of trash at the mine site until a <br />disposal plan is incorporated into a permit amendment. <br />
