III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during the inspection. Comments <br />also describe any enforcement actions taken during the inspection and the facts or evidence supporting the enforcement action. <br />Jerry Nettleton (Nettleton) and Alexandrea Polensky (Polensky) of Twentymile Coal Company (Twentymile) <br />accompanied Byron Walker (Walker) of the Colorado Division of Reclamation, Mining and Safety (Division) during this <br />inspection of the Foidel Creek Mine. <br />ROADS <br />Roadways were in good repair, The Routt County Road 27 interchange with the west Haul Road was in use by coal <br />trucks, as was the Haul Road A scales. Some coal trucks were still using the main entrance. <br />HYDROLOGIC BALANCE <br />There was discharge from Sedimentation Ponds D and E. Other impoundments discharges were not inspected. No <br />surface flows were seen. All ponds had some water. The water appeared clear. <br />BACKFILL AND GRADING <br />There has been no reclamation backfilling and grading accomplished since the last inspection. <br />PROCESSING WASTE <br />Processing waste was being transported to, deposited at, and spread at the coal mine waste disposal area. The waste pile <br />was in good repair. <br />SUPPORT FACILITIES <br />The cover of the water tank at the 6 Mains North Ventilation shaft was being welded in place. <br />The new truck coal-load-out was not in service. <br />Grading was nearing completion for the new wash plant. <br />The emergency spillway on Sediment Pond D had been completed. <br />The rock dust tank at the 6 Mains North Ventilation Shaft site had been set in place. <br />GENERAL MINE PLAN COMPLIANCE <br />The operation was in compliance with the general mine plan. Longwall mining had reached Station 62+00 in [he 20- <br />Right Panel. Development mining had reached Station 72+50 in the 22 Right Headgate. <br />Handling of coal on the surface was as described in the Permit Application Package (PAP). Coal stockpiles were large, <br />and coal was being placed in the Belt-Out-Back storage area. Coal was being shipped by truck and by rail. <br />EXCESS SPOIL & DEVELOPMENT WASTE <br />The mine development waste pit at the 6 Mains North Ventilation Shaft site was not closed at the time of this inspection. <br />C-1952-056.
