III. COMMENTS - COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />This was a partial inspection conducted by Kent Gorham of the Colorado Division of <br />Minerals and Geology. Janet Binns and Deb Gonima were also present during the <br />inspection. The purpose of the inspection was to perform field sampling of the <br />reclaimed area vegetation. This site is permit revoked and is on a reduced inspection <br />frequency of two inspections per year. Ground conditions were dry and the weather was <br />seasonable. <br />Hydrologic Balance <br />Three ponds remain at this site. All ponds were found dry. Sediment ponds appear to <br />be in functional condition. <br />Revegetation <br />Vegetation sampling included cover and species composition, production, and shrub <br />density. Fifteen transects were randomly located on the reclaimed area. Cover data <br />was collected using the point intercept method. Production data was collected using <br />the harvest method. Two one-half meter quadrats were clipped at each end of the 15 <br />transects. Shrub density data were collected using a belt transect approach. Shrubs <br />within one meter on one side of each of the fifteen 25 meter transects were counted <br />based on species. <br />Results for cover indicate an average of 8.93 percent cover. Production from the <br />reclaimed area was 293.21 pounds per acre. Shrub density was determined to average <br />324 stems per acre. The full report can be found filed under General Documents, <br />Vegetation in the DMG permit system. <br />Reduced grazing pressure and better future moisture conditions would benefit this <br />site. <br />Overall, the mine site appears in fair for the summer season. <br />3 <br />
