<br />Bear Coal Company, Inc. <br />PO Box 518 <br />Somerset, CO 81434 <br />Bear Mines 1,2,3 <br />Complete Oversight Inspection, March 8,1994 <br />Participants: Basil Bear, Bear Coal Co. <br />Steve Shuey, DMG <br />Henry Austin, OSM <br />The above participants conducted a complete, random sample oversight <br />inspection of the Bear Mines. The weather was sf,nny and mild with ground <br />conditions saturated throughout the mine. Snow melt and resultant surface <br />water runoff was evident minewide. North facing slopes were still snow <br />covered. The last oversight inspection here was conducted 5112/93. <br />A complete records review was conducted in the Bear Mines office. The record <br />review included: current NPDES Permit CO G-850015 with a recent amendment <br />deleting outfall 003 end current discharge monitoring reports; current sed. pond <br />inspection report for pond 4 (1/3/94) and inspection notes documenting the <br />enlargement of pond 4 during 8/23 through 8/25/93; the 8/26/93 sed. pond <br />certification which was completed after sed. pond enlargement and <br />embankment modification; monthly water consumption data; Stip. No. 21 Semi- <br />Annual slope and portal bench stability monitoring was submitted 8/23 and <br />11/9/93. The 11/9 report references a new monitoring station which was <br />established after repair work was completed on last years slide damage area. <br />Two'rench drains were also established in the slide damage area and are <br />required to be monitored monthly for discharge. Monthly monitoring is <br />documented in the Annual Hydrological Report (AHR) which was submitted for <br />1993. March was the first month a discharge was noted for 1994 from the <br />upper drain f the drain was flowing during the inspection) and the lower drain <br />has not discharged since it's installation on 10/7/93. The AHR also included <br />quarterly alluvial well sampling. We briefly reviewed the 1993 Annual <br />Reclamation Report which documented areas •evegetated and areas sprayed for <br />Canadian Thistle. The currant bonding document dated 11/05/93 in the amount <br />of 5155,000 was reviewed. We concluded the records review by reviewing two <br />Public Notification letters as required by Colorado Rule 4.20.2. These letters <br />were dated 2/8/94 and were addressed to surface landowners which may be <br />affected by the current processing of Permit Revision 01 which is intended to <br />add approximately 30 acres if coat to the currently approved mine plan area. <br />The addition is listed as being located in the southwest quarter of Section 17. <br />
