r <br />Inspection Report Narrative <br />Red Canyon Mine <br />Phase II + Phase III Bond Release Inspection <br />December 1, 1998 <br />Inspection conducted from 9:15 am to 2:30 pm. The first two <br />hours and the last one-half hour were spent with local residents, <br />investigating their reports of possible subsidence. <br />Weather: clear, breezy; starting off chilly but warming to mid- <br />50's. <br />Participants: Dan Mathews, Colorado DMG; Jim Stover representing <br />the permittee; local residents Jim Hudson, Leslie Truitt, and <br />Jack Arney whose homes/property around the mine were observed; <br />and Joe Beldon and Greg & Fran Lazier, local residents who <br />accompanied the inspection. Joe Beldon formerly worked at the <br />mine. <br />The residence of Jim Hudson was first observed. It had not been <br />undermined. Minor cracks in drywall and foundation are, I <br />believe, the result of foundation settling. I believe the most <br />likely cause is the lack of rain gutters on the uphill side of <br />the house, which allows runoff to permeate the ground adjacent to <br />the foundation. <br />The residence of Leslie Truitt was also observed. Interior <br />woodwork is no longer aligning properly (doors with doorframes, <br />etc.). The house is of wood log construction; %t was noted that <br />most of the logs have split and cracked. While I am not <br />experienced with this type of home construction, I believe that <br />most of the observed problems can be attributed to the wood <br />structure and woodwork differentially shrinking on drying. It <br />was noted that one section of the roof drained to an area <br />adjacent to the foundation. <br />No evidence of mine subsidence was observed anywhere in the <br />general area. Particular attention was paid to both gravel- and <br />hard- surfaced roads, particularly in areas known to overlie <br />underground mine entries. <br />Inspection of the permit area itself found that all disturbed <br />areas to be well-vegetated with a combination of shrubs and <br />grasses. All areas were stable, with no sign of mass instability <br />or erosion. The coal refuse disposal area had no tension cracks <br />and no hot spots visible. The underground mine entries have been <br />sealed and backfilled; there was no evidence of seepage. The fan <br />shaft has been backfilled, covered with a concrete cap, then <br />Py 3 ~ `~ <br />
