<br />III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during <br />the inspection. Conrnents also describe any enforcement actions taken during the inspection and <br />the fncts or evidence supporting the enforcement action. <br />On November 17 and 18, 1998, Nilliam J. Carter from the Division of Minerals and Geology, <br />accompanied by Tom Anderson, representing Oxbow Mining, Inc., performed a complete inspection of <br />the Sanborn Creek Mine. The weather was cool end clear in the nwrnings, and warm end cloudy in the <br />afternoons. <br />AvallabiNty of Records: <br />The records at the mine site were fotmd to be in good order. For more information, please see the "DMG Availability of <br />Records" form at the end of this report. <br />Siena and Marken: <br />• The "Mine and Permit IdeWification Signs" wets fotmd to contain the correct information. <br />• The above mentioned signs were in the proper locations and in goad condition. <br />• The proper "Blasting Signs" were in their pmper locations. <br />• The "Perimeter Markers" were present and generally m good condition at all sites. <br />Roada• <br />• All the roads at the Sanborn Creek facility were in goad condition, considering the wet conditions throughom the area. <br />• The road up Bear Creek was muddy, but in good condition at the time of this inspection. <br />• On Tuesday, November 17, 1998 the road up Hubbard Creek was ant safe, however this road was dry enough on <br />Wednesday to permit inspection of this area. <br />• Pond B is stable and contains water up to the primary discharge pipe. The culvert that blew into the pond needs to be <br />removed. <br />• Poad C was dry at the time of this inspection. <br />• The east yard pond contained a very small amormt of water. <br />• The mine pond continues to dischffige clear water. <br />• The pond at substation three contains a small amount of water, but is stable end in very good condition. <br />• The straw bale that had been moved, at the upper waterbar oa We road above the Bear Croak site, was replaced and was <br />found to be in good condition. <br />• Please continue to mama;,, the ditches throughout the mine site as consnvction progresses. <br />• The sad®enta4on pond at the Upper Hubbard Creek site continues to be dry. <br />Bscldill and Grsdln¢: <br />The areas at Hubbard Creek, and Bear Creek that have been backfilled and graded, continue to be stable. <br />o sorT: <br />• The new topsoil pile at the Sanborn Creek facility is sable, and does not show any indications of erosion. <br />• The older portion of the topsoil at SubsUtion Three has very heavy vegetation cover. The newer portion of this pile is in <br />stable condition and is showing some growth of vegetation. <br />• The topsoil pile at the Upper Hubbard Croak site continues to be in very good condition. <br />Reveeetation• <br />Hoth the Bear Creek and the Lower Hubbard Creek sites have goad vegetative cover end are progressing as should be <br />expected. No significant erosion damage was observed. <br />Sobaideott• <br />The roads into the backconntry were not safe al the time of this inspection, and therefore there was no attempt to view any signs <br />of subsidence at Wis time.
