III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during <br />the inspection. Comments also describe any enforcement actions taken during the inspection and the <br />facts or evidence supporting the enforcement action. <br />This was a partial inspection conducted by Tom Gillis of the Colorado Division of Minerals and Geology. Ross <br />Gubka represented the operator. Skies were clear and the ground was dry at the time of the inspection. With the <br />operator's consent, this report was issued from the Durango office. <br />HYDROLOGIC BALANCE: <br />Topsoil salvage and stockpiling operations were evaluated during the inspection. Topsoil is removed far enough <br />in advance of overburden removal operations to prevent any loss of soil material, but not so faz in advance that <br />lazge areas aze exposed to wind & water erosion. The operator indicated that the average duration of soil storage <br />is usually between 6 months to 1 yeaz. Collection ditches have been installed just beyond the limit of topsoil <br />stripping areas and around stockpile stockpiles to ensure adequate sediment control. Soil is windrowed with a <br />dozer and then placed in stockpiles with atruck/loader team. This method should help prevent excess soil <br />compaction during storage and ensure better soil quality at the time of reclamation. <br />
