III. COMMENTS -COMPLIANCE <br />Below are comments on tha inspection. The comments include discussion of observations made during the <br />inspection. Comments also describe any enforcement actions taken during the inspection and the facts or evidence <br />supporting the enforcement action. <br />The purpose of this aerial inspection was to document the condition of the overall site and the <br />degree of implementation of the reclamation plan. Twenty-three aerial photographs were taken <br />by Harry Ranny, an Environmental Protection Specialist with the Division of Reclamation, <br />Mining and Safety (Division). They are on file at the Division. This visual review was conducted <br />by Byron G. Walker of the Division. <br />A number of subject items are circled above as in compliance with the permit. This interpretation <br />is limited to the scale of the photographs. The roads seen aze as permitted in permit documents. <br />There are nine sedimentation ponds on the site; all appear to be in good repair. All but Pond C <br />appear to contain water. There are four sewage treatment cells, three mine water treatment cells, <br />and one sump for process water. All appear to be in good repair and to contain water. There is <br />one water storage impoundment. It appears to be in good repair and to contain water. Small area <br />alternative sediment control areas appear to be in good repair. Processing waste appears to be <br />being placed in the authorized area. Support facilities appear to be in compliance with the permit. <br />Those topsoil piles that are discernable appear to be stable. Activity appears to be in general <br />compliance with the mine plan. There is no indication of degradation of air quality. No slides or <br />damage are seen. There is no indication of unanticipated or unpredicted effects of subsidence. <br />Excess spoil or development waste appears to have been stored as approved in the permit. The <br />storage site at the 6 Mains North site has not been temporary closed (temporary cover). <br />The following comments are for items so circled above. There has been backfilling and grading, <br />placement of topsoil, seeding or other reclamation of disturbed areas claimed at the site. <br />C-1982-056.
