III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />The sediment pond in the west area was holding some water below <br />discharge level and the structure was stable and well vegetated. <br />The silt fence around the west end of the area was holding up <br />pretty well. The point where surface drainage off of the west area <br />enters into the North Fork River is exhibiting some erosion and it <br />appears that a small amount of coaly material is being deposited <br />into the river. This area will be repaired by placing a hay bale <br />silt trap at the discharge area. <br />The most recently seeded area north of the railroad tracks is <br />becoming established and grasses and forbs were present at an <br />approximate density of one plant per square foot. The vegetative <br />cover in this area should increase significantly this year. <br />One final problem that was identified waslthe occurrence of saline <br />seeps in the east area. Four seeps were identified and salts have <br />precipitated out on the surface of the ground and started to have <br />an deleterious effect on the surroundingvegetation. These areas <br />covered a total area of approximately 3000 square feet. They will <br />be monitored carefully through this year to see if they are <br />expanding and to determine if remedial actions are necessary <br />
