III. COMMENTS -COMPLIANCE
Below are comments on the inspection. The comments include discussion of observations made during the
inspection. Comments also describe any enforcement actions taken during the inspection and the facts or
evidence supporting the enforcement action.
This partial inspection of the Blue Flame Coal Mine was conducted by DMG staff from
the Durango Office, 701 Camino Del Rio, Room 125, Durango, CO 81301, phone (970)
247-5469. The permit for the Coal Gulch Mine was revoked over 5 years ago.
Financial warranty was forfeited and utilized for final reclamation. No activities were
observed, no personnel encountered during the inspection.
No significant changes were observes since the last inspection. The mine access roads
have remained to provide access to adjacent agricultural fields. The Russian knapweed
infestation, identified in previous DMG inspection reports and located on portions of
the access road, appeared to have been recently mowed.
Backfilled and graded areas appeared stable, no evidence of slope movement or
excessive erosion was observed. Reclamation vegetation was diverse, well established
and at least equal in extent of cover to the surrounding undisturbed areas.
