<br />III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during the <br />inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br />evidence supporting the enforcement action. <br />This partial inspection of the Blue Flame Coal Mine was conducted by DMG staff from <br />the Durango Office, 701 Camino Del Rio, Room 125, Durango, CO 81301, phone (970) <br />247-5469. The permit for the Coal Gulch Mine was revoked over 5 years ago. <br />Financial warranty was forfeited and utilized for final reclamation. No activities were <br />observed, no personnel encountered during the inspection. <br />No significant changes were observes since the last inspection. The mine access roads <br />have remained to provide access to adjacent agricultural fields. The Russian knapweed <br />infestation, identified in previous DMG inspection reports and located on portions of <br />the access road, appeared to have been recently mowed. <br />Backfilled and graded areas appeared stable, no evidence of slope movement or <br />excessive erosion was observed. Reclamation vegetation was diverse, well established <br />and at least equal in extent of cover to the surrounding undisturbed areas. <br />
