INSPECTOR=S INITIALS: JI]- <br />OBSERVATIONS <br />Completed an inspection of this site after reviewing the file and determining that the initial 5-year term of <br />Temporary Cessation had expired February 2, 2002. <br />This is a 9.9 acre Limited Impact hardrock permit located about 1 mile west of Rosita. <br />The operator has been mining Perlite at this site since 1977. The mine was shut down in 1995-1996 for economic <br />reasons. The site was inspected in 199b. Since there was no activity at the site, the operator was instructed to <br />submit a request fora 5-year term of temporary cessation. The request was submitted and approved in <br />February, 1997. As noted above, the first 5-year term of TC expired February 2, 2002. <br />The operator plans to finish reclaiming the site so a request to place the mine back on active status should be <br />submitted to the Division within 30-days. This is noted as a problem on page 3 of this report. The 5-year <br />reclamation period (pursuant to the Act/Rules and Regulations) shall initiate on February 3, 2002. Therefore, the <br />site should be totally reclaimed by February 2, 2007. <br />Other than a couple of erosion features, the site is nearly reclaimed. Most of the disturbed areas are well <br />vegetated with blue grama, rabbitbrush, mountain brome and Ponderosa pine and Douglas fir. The exposed <br />Perlite highwalls will not be graded. Nor will they be re-vegetated. <br />Erosion gullies exist in the northeast and southwest parts of the permit. These need to be repaired and stabilized. <br />Rip-rap, juice nettirsg jwire mesh] artd re-seed"maybe the minimum amount of work necessdry to stabilize these <br />areas. Very possibly, just diverting upland storm runoff could be an easy fix, or part of the solution. <br />The erosion features will be noted as a problem on page 3 of this report. The operator shall have 90-days to <br />correct the problem. <br />The current reclaimed areas look excellent.
