(Page 2) <br />MINE ID # OR PROSPECTING ID #: M-vnm-m:; <br />INSPECTION DATE: naTns/ro INSPECTOR'S INITIALS: TAS <br />OBSERVATIONS <br />1. Apre-operation site inspection was made of the Stroh Pit located 3 miles east of Loveland, ~/z mile east of I-2S, and <br />immediately south of the Big Thompson River. The applicant has submitted a regular 112 application for 119 <br />permitted acres. Present during the inspection was Peter Wayland of Weiland Sugnet Inc., representing the <br />applicant. <br />2. An entrance sign was posted in conformance with Rule 1,6.2(1)(b) indicating the intent of the applicant to conduct a <br />mining operation. <br />3. Permanent man-made structures that occur on or within 200 feet of the affected land were inspected and varified on <br />the mine plan map. These structures include an 8"high pressure gas pipeline owned by Kaneb Pipeline Co. that runs <br />north-south through the center of the permit area, an electric fence and concrete lined irrigation canals that coincide <br />with the western and southern permit boundaries, a number of irrrigation laterals, the Hillsboro Ditch, and several <br />agricultural sheds in the southwest corner owed by the applicant. The applicant has proposed a 50' setback from the <br />western and southern permit boundaries for pit excavation. Mr. Wayland indicated that all irrigatron structures, with <br />the exception of the Hillsboro Ditch, are owned by the applicant. Mr. Wayland also indicated that the applicant will <br />secure an agreement with the owner of the gas pipeline and maintain a setback of at least SO' on either side of the <br />pipeline. <br />4. Mr. Wayland Indlcdted that a Survey was conducted on the proposed permit area to determine the presence of PMJM <br />Preble's meadow jumping mouse (PM]M). A PMJM was found in the Big Thompson River riparian corridor adjacent to <br />the Stroh Pit in 2001. As a result the USFWS has suggested that a permanent buffer at least 100-ft wide be <br />established between the pit and the existing riparian corridor on its north side. The applicant has incorporated this <br />suggestion into their mining and reclamation plan by establishing a 100' buffer along the north permit boundary. <br />Also, the northern permit boundary varies from 20 to 80 feet south of the Big Thompson River. <br />5, Mr. Wayland indicated that the site will be de-watered and dry mined. Offsite discfiarge will occur to the Big <br />Thompson River, immediately to the north.
