III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion.of observations made <br />during the inspection: Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. . <br />This was a complete inspection conducted by Joe Dudash of the Colorado DMG. No one represented the <br />operator during the field inspection. Bill Bear represented the operator during the records check. <br />Roads <br />The paved road was in good condition, although there was some dirt and a little debris on the road due to <br />erosion from the adjacent iandowner's property. The cable at the top of the hilt was not strung across the road. <br />The gate on the other side of the bridge was locked, however. The bridge was in good condition. <br />Hvdroloev <br />The sediment pond was dry. Both the primary and emergency spillways were functional. The gated primary was <br />closed. The riprap in the emergency spillway was in place. Pond inslopes were stable. <br />The Edwazds Mine portal spring water treatment pond was discharging at about 20 gpm. The discharge was dazk <br />orange in color but previous testing has shown the discharge to be in compliance with water quality standazds. <br />The pond embankment was stable and the spillway system was operational. <br />The culvert under the entrance road was clear. The collection ditches leading to the sediment pond were well <br />vegetated. There were no problems with the two alluvial wells. Well caps were on and there was no ponded <br />water around the wells. <br />The east spring was flowing, although from a lower location on the hillside than in previous months. The water <br />was dazk orange in color. There was no evidence of the west side spring. <br />Reclaimed Sloaes <br />It appears that at least one of the holes in the backfilIed western reclaimed portals is larger than was seen on the <br />July 20, 2004 Phase One bond'release inspection. Photographs were taken of the reclaimed portal area and will <br />be compazed with photographs taken on the July 20, 2004 inspection. No other reclaimed areas appeazed to have <br />developed new problems or worsened-since the last inspection. <br />Weeds <br />The operator needs to spray for thistle. Tamarisk also needs to be eliminated from the mine site. <br />Records <br />The records were in compliance, as shown on the attached records checklist. <br />c:/word/bear3/insp0804b <br />
