In that letter, the Division stated that if the operaG~r submitted <br />an amendment to include the portion of the area that was disturbed outside the exi;;ting permit, <br />the Division would consider withdrawing the reason to believe letter. <br />On December 4, 1996 the Division received an amendment application for Permit N~~. M-76-009 <br />which includes the area disturbed outside [he permit.
