III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />This was a complete inspection conducted by Janet Binns and Dan Hernandez of CDMG. The mine is reclaimed, <br />with no facilities and no personnel remaining on site. The mine was an underground mine The weather at the time <br />of the inspection was clear and dry. <br />Records: Records were checked at the Routt County Courthouse on October 12, 1999. Availability of Records <br />form is included in this report. <br />Siens and Markers: Mine ID signs are present on the North and South entrances to the mine permit area from Routt <br />County Road No. 29.These ID signs contain the required information. Disturbance area boundary markers are not <br />clear along the North extent of the reclaimed drainage Northeast of the portal bench. Stream Buffer markers need to <br />be reconnected to the posts. <br />Hydrologic Balance: The pond is dry. Vegetation is established within much of the pond area. Some thistle have <br />established along pond bottom and embankment. The emergency spillway shows evidence of degradation of the <br />concrete block construction. See enclosed photo below. Repairs to the spillway are needed. <br />Down-cutting of the reclaimed drainage above the concrete lined channel was observed. This downcutting is <br />approx. 2 feet deep, and initiates approx. 3 feet upslope of the rock placement. Additional armoring should occur to <br />avoid undercutting of the rock armor or the concrete lining. <br />Reveeetation: Grasses throughout the site are dry. Some green at the base of [he orchardgrass is still evident. No <br />recent grazing of the vegetation was observed. Vegetation on the mine bench area appears fairly stable. <br />Slides: No additional rockfall is apparent on the reclaimed mine bench.
