• (Page 2) • <br />MINE ID # OR PROSPECTING ID # M-90-021 <br />INSPECTION DF,TE 04/29/98 INSPECTOR'S INITIALS~R ~Q_ <br />OBSERVATIONS <br />This inspection was performed by the Division as part of its monitoring of 112 construction <br />material permits. The operator was contacted about the inspection and was present at the <br />site throughout the inspection. <br />The required :permit ID sign and permit boundary markers were observed as present. The sign <br />was posted on the entrance gate and the permit had a perimeter fence. <br />Mining has c;eased and reclamation is well underway. There was no mining equipment or <br />stockpiles from the pit present. Some of the land near the entrance was being utilized as <br />a staging area for a nearby project United is involved with. Equipment for that project <br />included a semi-trailer, fuel tank and small miscellaneous parts. <br />The significant structures at the site still include the overhead powerlines along the north <br />and south aides of the permit area. Excavation of the pit adequately avoided impact to the <br />lines and poles. The pit has encountered groundwater, which was the plan, and the <br />configuratioci has produced an irregularly shaped pond. The sideslopes have been well <br />prepared, lezcving gradients of 3:1 or less. Most of the slopes, with the exception of the <br />northeast corner, have been topsoiled. <br />The northeast corner of the pit will be finished by placing additional fill material, to <br />raise the rough part of the bank there and eliminate the shallow portion of the pond in that <br />corner. Th:.s may also help reduce an annual weed problem at that location. The fill <br />material was being placed in a large berm along the north side of the permit area. <br />The tonic of "overburden deve~cmment waste" is noted as a problem on page one of th's repo r <br />That is related to the placement of the aforementioned bermed material on the north edge of <br />the permit, This material is being generated off site, and is not related to the mining <br />operation. The operator stated that some of it would remain onsite for use in reclamation, <br />in which case its removal may not be a necessity. An estimate of the total volume is about <br />4,000 cubic yards. The material appears to be soil, and the portion to remain onsite will <br />be used for fill on the north edge of the pond, and to plate the north bank. The operator stated that the material will be <br />graded and seeded this season, but that should be postponed until the Notice is submitted for <br />review. <br />There is a patch of Russian knapweed (ACraptilon repens) on the north side of the pond also. <br />Much of the imported fill appears to cover some of the patch. The plants are scattered along <br />the north fer..celine, under the powerlines and in small areas of the pond banks. This plant <br />is on the list of the State weed law, and must be controlled. It is recommended that the <br />operator pr~~pare a plan in consultation with the county weed authority, and begin <br />implementation this season. On-the-ground improvement should be evident within three years, <br />if the plan is adequate and followed. <br />The site generally is becoming well reclaimed, and is overall clean and orderly.
