(Page 21 <br />MINE ID # OR PROSPECTING ID # M-1986-165 <br />INSPECTION DATE 7/20/00 <br />OBSERVATIONS <br />I <br />INSP CTOR'S INITIALS RCO <br />This inspection was performed by the Division as part of its monitoring of Construction Materials 1 0 permits. The operator <br />was contacted about the inspection and a time was arranged to meet at the site. The operator amed on page one was <br />present throughout the inspection. <br />The site is operated seasonally as an in-stream sand source. It is accessed via a gravel road to a (dirt turnaround area and <br />ramp road down to the sand bar adjacent to the river channel. Operations typically occur during w flow periods prior to <br />winter. There was no activity at the site during this inspection. No excavation equipment or stock files were present either. <br />The dirt turnaround area exhibited some vegetation, mainly grasses but some weeds also. The sit is accessible to cattle. <br />When reclamation is to be carried out, livestock will have to be excluded so that the required evegetation part of the <br />approved plan can be successful. The weeds observed on the site included Canada thistle, a no ious weed under State <br />law. Some of the plants in a couple patches exhibited signs of being sprayed with herbicides in the past. The operator <br />stated that the weeds were sprayed occasionally, but was not sure if there was a "weed control plan." The presence of <br />The sand bar in the permit area was about 2 to 3 feet above the water level. There was no evidende of flow control berms, <br />piles or bank instabilitydue to mining anywhere in the permit area. The bank surface was at a 1 gradient, and mainly <br />earthen and vegetated. It was obvious that cattle had affected the banks throughout the permit a ea, and that controlling <br />their access to the water may be needed for long-term stability. <br />The bond is presently 52500.00. The reclamation costs will be recalculated soon and figures sent #o the operator. If there <br />is an increase needed, the operator will have 60 days to submit it. <br />It was noted that this permit is issued to Jahn Dillon, not to Sandco, Inc. If the present operato wishes to transfer the <br />permit to another party (such as Sandcol, please request a "Succession of Operator" form from his office. <br />There were no problems noted during the inspection.
