COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action <br />This was a partial inspection conducted by Kent Gorham of the Colorado Division of <br />Reclamation, Mining, and Safety (Division). This processing and loadout site has been <br />inactive since June 2001 after the closure of the Lorencito Mrne (#C-96-084). An application <br />for transfer the permit was approved recently, but rescinded during the public comment <br />period as a result of pending issues with the reclamation bond. The transfer is currently <br />awaiting the outcome of the bond issue before approval is proposed again. Ground <br />conditions on this day were generally dry in sunny areas. Significant snow cover remains in <br />shaded and north-facing areas. <br />Hydrologic Balance <br />Pond 4 held water in the southeast corner. This pond controls surface runoff from the <br />Development Waste pde Pond 7 controls runoff from the majority of the disturbed area and <br />held water only in the inlet area of the pond The outlet gate on pond 7 was found closed <br />and the rider appeared in good condition. Runoff from snow melt appears to have occurred <br />gradually over the last month <br />Processing Waste <br />The outslopes of the four reclaimed terrace benches at the RDA were free of all snow cover <br />due to their steep, south-facing aspect. Downdrains appeared in good condition with no sign <br />of damage due to snow melt Erosion on the pile surface is minimal at this time. The water <br />
