Long
~~ Division Director
Re: Corrective Action Requirement, Red Canyon Quarry,~5-043
Dear Mr. Stack:
The Division received a copy of your watershed study on September 21, 1999. The approved
extended corrective action due date was set for September 28, 1999 so the report was submitted a
week early.
Because I have been allocating all my time to higher priority projects, I have been unable to
review your submittal until today. Meanwhile, the Division has received comments from Ms.
Lori Potter and Jerry Fifield regarding your watershed submittal. I have enclosed copies of the
comments and will require that you address these comments since they involve the watershed
submittal. You will need to submit a copy of your response to the Division within 30 days
(January 21, 2000). The Division will address those comments which relate to the June 4, 1999
inspection report since the report has been misinterpreted (misunderstood).
As you recall, you were required to submit documentation to demonstrate that the newly
constructed sediment pond was adequately designed to contain the appropriate storm event.
Runoff from the 2-year 24 hour event must be contained in the structure if the facility has been
included, and approved, in the Stormwater Management Plan. If this is the case, the Division will
need a copy of the approved SWMP which must indicate approval of the designed structure. If
the sediment pond is not included in the SWMP, the structure must be adequately designed to
contain runoff from the 10-year 24 hour event (DMG design requirements).
Adequate documentation to demonstrate that the sediment pond is appropriately designed would
include a watershed study. The watershed model must include an accurate topographic map;
which must clearly show the total area that will contribute runoff to the collection point
(sediment pond). The map must clearly show the areas of disturbance and the vegetation type and
density of the undisturbed areas (to determine a SCS curve number). The map shall be at a scale
that is appropriate to clearly show all elements that are required to be delineated (possibly 1:200).
The watershed (or subwatershed) acreage must be provided (or delineated on the topo map). A
public domain software program (such as Storm) can be used to develop a runoff model.
Utilizing Storm software will allow you to generate hydrographs, etc., necessary to evaluate the
