(Page 2) • <br />MINE ID # OR PROSPECTING ID # M-1987-044 <br />INSPECTION DATE 7/20/00 INSPECTOR'S INITIALS RCO <br />OBSERVATIONS <br />This inspection was performed by the Division as part of its monitoring of Construction Materials 110 permits. The operator <br />was contacted about the inspection and a time was arranged to meet at the site. The operator named on page one was <br />present throughout the inspection. <br />The site is operated seasonally as an in-stream sand source. It is accessed via a road through the landowner's ranch yard <br />to a dirt turnaround area adjacent to the east bank of the river. There are two ramp roads down to the sand bar adjacent <br />to the river channel. Operations typically occur during low flow periods prior to winter. There was no activity at the site <br />during this inspection. No excavation equipment or stockpiles were present either. The screening does not occur here <br />anymore, though the site is still approved for screening the sand. No mining equipment is onsite, though the sand pit, <br />concrete wier and drain ditch still exist. Reclamation will include removal of all features and level grading. <br />There was some agricultural equipment stored along the treeline at the NE edge of the permit area, belonging to the <br />landowner. These items are not used as part of the mining operation. Their presence is consistent with surrounding uses, <br />conforms to post-mining land use, is not a reclamation liability and need not be bonded. <br />The dirt turnaround area exhibited some vegetation, mainly annual weeds cropped short by the owner's cattle. If the <br />reclamation plan currently approved for the site includes revegetation, livestock will have to be excluded at the time of <br />seeding so that the revegetation can be successful. <br />The sand bar in the permit area was about 2 to 3 feet above the water level and adjoined the east bank. There was no <br />evidence of flow control berms, piles or bank instability due to mining anywhere in the permit area. The bank surface was <br />at a 2:1 gradient, and mainly barren sand and dirt. <br />The bond is presently 52500.00. The reclamation costs will be recalculated soon and figures sent to the operator. If there <br />is an increase needed, the operator will have 60 days to submit it. <br />The presence of a permit Id sign was not noted during the inspection. The operator should ensure that one is kept posted <br />at each permitted area, for the life of the permit. They may be posted at the entrance, near the highway or county road, <br />or at the permit area itself. Please refer to Rule 3.1.12 for a list of the required items to be on the signs. <br />There were no problems noted during the inspection.
