III. COMMENTS -COMPLIANCE <br />Below are comments on the inspectlon. The comments Include discussion of <br />observations made during the Inspection. Comments also describe any enforcement <br />action• taken during the inspection and the facts or evidence supporting the <br />enforcement action. <br />This was a partid inspecdon of the Edna Mine. The wead~er was cod, windy and <br />cloudy. There has been little precipitation at the mine site so far this fall. Brian <br />Gontarek met me at the mine to inspect the road ways and other fadkties assodated <br />with SL-07. <br />Pd~M Bond Release application SL-7 was deemed complete on October 25, 1999. This <br />is a Phase I release request for facNities within the permit area that were not included in <br />other Prase 1 bond release requests. These include: the roadway system, 9~M p~ <br />area, explosives rrltpazirlelfaa'lities pond area, power line corridor, bone-yard and utility <br />road, end the penrbnent impoundment areas. The roadway system includes the North <br />Road, Skyline Drive, Lower Moffat Road, the Middle Moffat Haul (toed, and the Weat <br />Ridge Road iirtcludirq roadway and areas assoaatad with the West Ridge Pond and <br />Center Ridge Pond. The roadway within the West Ridge mining disturbance area is <br />excluded. R was inducted in the Phase I bond release for West Ridge. <br />BackHNng and Grading <br />All of rheas fadlides were observed during this inspection. The road width on the <br />lower Moffat Road and the West Ridge Road has been reduced to approximately 20 <br />feet. Slryline Drive was not altered, the road rrraintairred its original two lane <br />configuration. The Noah Haul Road has been reduced in width to appradmetely 40 <br />feet. Atl road shoulders have been graded to Mend in with the surrounding terrain. AN <br />road surtaces are graveled and well maintained. Drainage from the roads is controlled <br />through ditdtes and culverts. Culvert inlets and outlets are in good shape. Riprep was <br />installed in soma outlets recently. No drainage problertis were observed. <br />The Middle Moffat Road hss been totally removed. k was graded tD blend in with the <br />surrounding terrain, topsoilsd and seeded. <br />The 9~Y ~ area has been regraded. and needed. The area blends in with the <br />surrounding terrain. The explosives maga:jrte/facllities pond area is a pre-taw area that <br />has been regraded to blend in witJt aurrourtdirrp terrain. Recently a couple of gullies in <br />this area were regraded. This area tree been partially topnoilsd and seeded. AN of these <br />areas drain inoo the Center Ridge pond. <br />The powerNns corridor and bone~yard have been regraded and blend in with the <br />surrounding terrain. Drainage fran these areas flows into the Moffat Aron paid. <br />The three portrla at the Edna Mine, the Center Ridge, West Ridge and Moffat Area ponds <br />have all been approved for perrr~arterrt retention. Pond slopes have been graded to their <br />final contigtrratlons. The Intpoundrrterrts aro stable. <br />
