III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during the inspection. Comments <br />also describe any enforcement actions taken during the inspection and the facts or evidence supporting the enforcement action. <br />Jerry Nettleton (Nettleton) of Twentymile Coal Company (Twentymile) accompanied Byron Walker (Walker) <br />of the Colorado Division of Reclamation, Mining and Safety (Division) during this inspection of the Foidel <br />Creek Mine. There was about a foot of snow at the site. <br />SIGNS AND MARKERS <br />Signs on Routt County Road 27 were in place and in good repair. Although surface blasting is complete, a <br />blasting sign was still up on the east entrance to the permit area on Routt County Road 27. <br />ROADS <br />Roadways were frozen with some snow and ice pack. The Routt County Road 27 interchange with the west <br />Haul Road was nearing completion. The acceleration lane (west-bound) and paving has yet to be finished. <br />Some construction work traffic had starting using it. <br />HYDROLOGIC BALANCE <br />Impoundments B, C, D, E, F and G were snow covered. The Area 1 Pit Impoundment was free of ice. There <br />was no discharge from the Area 1 Pit Impoundment. No surface runoff was observed. <br />BACKFILL AND GRADING <br />There has been no reclamation backfilling and grading accomplished since the last inspection. <br />PROCESSING WASTE <br />Processing waste was being transported to, and deposited at, the coal mine waste disposal azea. <br />SUPPORT FACILITIES <br />Work continues on the truck loadout facility. <br />The truck scale on the haul road to RCR 27 had been set. <br />Cleaning of thickener underflow coal fines from the north cell of Pond E was complete. The removed <br />underflow coal fines had been placed in the coal mine waste disposal azea. This completes the work required <br />for Step 9b of NOV CV-2006-006. <br />Backfilling around the ring foundation for the water tank at the 6 Mains North Ventilation shaft had been <br />accomplished, and the pad about the tank area was being graded. <br />GENERAL MINE PLAN COMPLIANCE <br />The operation was in compliance with the general mine plan.
