ORIGINAL-PUBLIC FILE <br />(Page 2) <br />MINE ID # OR PROSPECTING ID #: ti+-Ies;~-n'~s <br />INSPECTION DATE: -~i/~01~ INSPECTORS INITIALS: ~- <br />OBSERVATION <br />The Division conducted a monitoring inspection of the site as part of sites <br />to be inspected during the fiscal years 2005/06 to make sure the sites are <br />in compliance with the Mined Land Rules and Regulations. When site was <br />inspected in 2000, the only problem noted was the fact that the operator <br />was not active and should be in Temporary cessation status. However since <br />that time the operator had affected approximately 3 acres along the east <br />side of the permit area and approximately 3 acres were also backfilled and <br />graded, according to Mark Heifner who was present at the time of the <br />inspection. According to the annual report, the total affected acres <br />increased to 37.54 acres, since the mining operation in these flood plains <br />is done at a 3:1 or gentler slope the amount of backfilling and grading <br />work is minimal. There was no standing water noted at the bottom of the pit <br />at the time of the inspection. Pit was not active. There was a large <br />stockpile of recycled asphalt along the North West side of the permit area. <br />Mr. Hefiner stated that the operator plans to remove it from site as soon <br />as possible. Both catchment basins located along the South side of the <br />permit area appeared wet but no measurable standing water was noted. <br />The visual berms along the North and South side of the permit area were <br />properly vegetated and stable. There were some diffuse knapweed noted but <br />the operator has a noxious weed control plan in place and according to Mr. <br />Heifner, their weed control plan has significantly reduced the amount of <br />weed cover on site. The entire permit area is fenced and permit sign <br />properly posted. Mr. Heifner briefly mentioned the possibly that the City <br />might remove the North Side visual berm for a new High way called the <br />Research Parkway, which would require the area to be released from the <br />permit. Once the city finalizes its plan, Schmidt Construction will request <br />a release for the area to be covered by the High way at that time. The <br />operation is self-bonded; current liability is $23,850, which appears <br />adequate to cover the cost of affected acreage.
