As you are probably aware, the question of
surface and ground water quality impacts was discussed thoroughly with
Mined Land Reclamation staff prior to approval of our permit by the Mined
Land Reclamation Board, and the Board was satisfied with the measures con-
tained in the reclamation plan. Prior to the Board's approval of the per-
mit for Logan Wash, joint meetings were held with representatives of the
Mined Land Reclamation staff, the Water Quality Control Division of the
Department of Health, and Occidental to clarify the allocation of responsi-
bility with respect to water quality as between the various state agencies
involved. The Board was apparently satisfied that Occidental would be
operating under the close supervision of the Water Quality Control Division
of the Department of Health with respect to both surface and ground water
quality.
Occidental operates at Logan Wash under an NPDES permit issued by the Water
Quality Control Division which regulates the discharge of water from mining
activities. This permit currently does not allow for the discharge of any
process-related water. We will continue to utilize all of the process water
collected in the retort sumps for steam production. No discharge of this
water is anticipated. We have applied to the 4later Quality Control Division
for an amendment to our NPDES permit to allow for the discharge of treated
condensate water (water condensed from the off-gas stream).
In addition to the NPDES permit, Occidental has
issued by the Water Quality Control Division.
surface disposal permit, we have a number of
Wash property that we monitor on a continuous
As a condition of the sub-
wells both on and off the Logan
and regular basis.
subsurface disposal permit
