III. COMMENTS-COMPLI NCE <br />Below are comments on the inspection. The comments Include discussion.of observatfons.made <br />during the inspection: Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the erforcement action. <br />This was a partial inspection conducted by Joe Dudash and Sandy Brown of the Colorado DMG. No <br />one represented the operator during the field inspection. Only the East Mine was inspected. <br />Roads <br />The gate at the East Mine was closed and locked. The paved haul road up to the crusher/spreener bench <br />was in good condition. The access road to the upper bench was also in good condition, although a rill <br />was forming in the road near the transfer tower area. The haul road to the West Ridge waste pile was in <br />very good condition. The two light use roads to the bin walled ponds were also in good condition. <br />Signs acid Markers <br />The mine ID sign was up at the entrance to the East Mine. Surface disturbance markers were up around <br />the mine site. <br />Hydrology <br />Most of the sediment ponds at the East Mine were dry, except for the bin walled pond 2, which had <br />only a little water in it. Pond embankments were stable. The primary gated valves of the upper three <br />bin walled ponds were open while that of the lowest pond was closed, as designed. The primary and <br />emergency spillways of all of the East Mine ponds were functional. Alos, pond inslopes were stable. <br />Culverts around the East Mine were clear, while ditches had adequate capacity. The straw bales on the <br />east side of the ditch at the back of the crusher/screener bench need to be repositioned. The straw bales <br />around the drop culvert on the same bench were in position. <br />Facilities <br />There were no problems observed with any of the remaining facilities at the East Mine. Some mine <br />equipment was being stored in an orderly fashion on the crusher/screener bench. <br />Weeds <br />There were several small thistle patches scattered around the East Mine. The operator needs to keep up <br />with the thistle patches before they get bigger and more difficult to control. <br />Slope Stability <br />There were no signs of slope instability at any of the cut and fill slopes. <br />c: /word/bowi e 1 /i n sp0704 <br />
