• (Page 2) • <br /> MINE ID # OR PROSPECTING ID # M-78-352 <br /> INSPECTION DATE 7-29-96 INSPECTOR'S INITIALS GSC <br /> OBSERVATIONS <br /> This was a monitoring inspection conducted with Mr. Claude Gerard of Roaring Fork Resources. <br /> The permittee is Nottingham Sand & Gravel Co. and the operation is mined by Roaring Fork <br /> Resources. The permit totals 51.6 acres. An entrance sign is in place and Mr. Gerard <br /> pointed out the permit boundaries which are all fenced. <br /> This is a dry operation situated on a terrace south of the Eagle River. The mining plan <br /> includes concrete and asphalt batch plants, however, there is no asphalt plant currently on <br /> site. Old asphalt is stockpiled for use in recycling in the western side of the pit. The <br /> concrete batch facility and a wash plant are located near the central portion of the permit. <br /> The average highwall depth is about 22. ' Portions of the southern highwall near the western <br /> end of the permit have been graded to 2: 1 and reseeded. This is the approved gradient in the <br /> reclamation plan. The permit was amended in 1984 and the reclamation plan altered to include <br /> the replacement of 12" of wash plant fines and 4" of topsoil as growth medium during <br /> reclamation. There appears to be sufficient material on site to accomplish this. <br /> The wash plant is described in the permit file as a no discharge facility, however, the <br /> settling pond is discharging into the Stremme and Gates Ditch just north of the facility <br /> area. Mr. Gerard thought that the operator had applied for and received a discharge permit <br /> for this activity from the Colorado Dept. of Public Health and Environment (CDPHE) . If the <br /> operator has not been in contact with the CDPHE, this should be done to determine if a <br /> discharge permit is required. <br /> A 10,000 gallon steel fuel tank is located by the crusher and a 2,000 gallon fuel tank by the <br /> wash plant. These do not have lined spill containment. Another fuel tank near the scale <br /> house is bermed and lined however, the lining and berming is in disrepair. The tanks need <br /> to be adequately bermed and lined. (See Problem PS-1) <br /> There is some refuse in the pit area including miscellaneous wood and metal scrap. As a <br /> reminder, Rule 3.1.5(5) requires the operator to handle and dispose all refuse in a manner <br /> that will control unsightliness and protect the drainage system from pollution.
