III. COMMENTS - COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations <br />made during the inspection. Comments also describe any enforcement actions taken during <br />the inspection and the facts or evidence supporting the enforcement action. <br />This was a complete inspection by Kent Gorham of the Colorado Division of Minerals <br />and Geology. This former, contour strip operation is bond revoked. Inspection <br />frequency is quarterly, with one complete inspection each year. Ground conditions <br />on this day were dray and the weather was unseasonably warm and mild. <br />Roads <br />The road leading back into section 22 was badly rutted. apparently in the recent <br />past, during wet conditions. Serious rutting was noted approximately half the <br />distance up the road as it climbs the slope to the south. The visitor apparently <br />abandoned the attempt to drive the road at this point and retreated. The ruts are <br />now dry and hard, making travel on the road rough and difficult. <br />Hydrologic Balance <br />All sediment ponds around the site were dry. Dry conditions have prevailed in the <br />area this spring. The one exception was pond 22-P4, in the far south end of the <br />permit area. It was about z full and appeared murky, possibly due to livestock <br />usage. The ditch directing runoff from north around the reclaimed area of former <br />pond 15-P1 was found in good condition. <br />Revegetation <br />The reclaimed area of former sediment pond 15-P1 was drill seeded last fall. <br />Sprouting of grasses and some annual and biennial weeds was noted. Weeds were <br />mechanically removed as they were encountered. Overall, older revegetated areas <br />were found in excellent condition. Revegetation site-wide is qualitatively rated <br />as good to excellent, especially considering the steep slopes and difficult <br />growing conditions. Cattle were not observed grazing the site. <br />Slides and Damage <br />Many of the reclaimed slopes are steep, with grades of 15-20~ not uncommon. All <br />reclaimed areas of the site were visible in the photographs taken. No evidence of <br />slope instability or failure was noted in any of the 14 aerial photographs. <br />Overall, the site appeared in good condition for the spring season. <br />3 <br />
