Ill. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during the <br />inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br />evidence supporting the enforcement action. <br />This was a complete inspection of the Seneca II Mine conducted on Mazch 26, 2003 by Mike <br />Boulay of the DMG. Robert Shevling of Seneca Coal Company (SCC) was present during the <br />entire inspection. Weather conditions were cloudy and cool. The ground was partially snow <br />covered, with some locations of the mine site saturated from snowmelt and runoff. Other than <br />use of the shop and truck wash facilities, there was no activity at the mine site. <br />Roads <br />Access to the site was limited to the county road adjacent to the Wadge Impoundment and the <br />lower portion of Road El. Drainage ditches along these portions of roadway were snow packed. <br />All other mine site roads were impassable due to snow packed and muddy conditions. The two <br />bone yards and the facilities azea were cleaz of snow. These locations were very muddy but <br />accessible. <br />HydroloQic Balance <br />Sedimentation Ponds 002 and 003 were inspected. The surface of Pond 002 was partially thawed <br />at the lower end and was discharging cleaz water. Pond 003 was mostly frozen over and was <br />dischazging a small amount of water. The Truck Wash holding pond was full and dischazging at <br />the time of the inspection. Pond inlets, embankments and dischazge structures appeazed to be <br />stable and no problems were noted at these pond locations. The Pecoco Impoundment was not <br />accessible due to snow cover and muddy road conditions. Road EIA, which accesses Ponds 004 <br />and 008 was impassable due to snow cover and saturated conditions. <br />Culverts 53A, 54A, and SSA will require maintenance in the neaz future to ensure that they aze <br />functioning as intended. Culvert 53A located at the entrance to the new bone yard is partially <br />plugged on the inlet side. Road cuttings have been placed in the ditch at the inlet to Culvert 54A, <br />and the culvert is partially plugged with sediment. Culvert SSA located at the entrance to the <br />shop azea was full of sediment on both the inlet and outlet sides. Please continue to maintain <br />culverts and road ditches at the bone yazd and shop/facilities azeas. <br />Topsoil <br />Some rills are beginning to form in the recently reclaimed azea located east of and adjacent to <br />Road E1. Several minor mudslides were also noted at this location north of Post Mine Channel <br />PM-5. Please monitor erosion in azeas where topsoil has been replaced and implement <br />appropriate measures to reduce erosion at these locations. <br />
