III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the faces or evidence supporting the enforcement action. <br />This was a complete inspection of the New Horizon Mine for the month of March, 7999. <br />AVAILABILITY OF RECORDS: Records were inspected and found to be complete and <br />satisfactory. See page 5 of this report for more details. <br />HYDROLOGIC BALANCE: Mine 1 : Ponds 1 and 6 had water in them but only 1 was discharging <br />as normal, all other ponds were dry. All ditches and culverts are functioning as designed. The <br />spring at the Rice Tract area (erroneously called a spoil spring) continues to discharge, even <br />though it has been a dry winter and irrigation has not commenced. Mine 2: Pond 7 had water in <br />it but was not discharging. All ditches and culverts were clear and capable of functioning as <br />designed. <br />BACKFILL & GRADING: B & G was in progress as is normal. No problems were noted. <br />EXPLOSIVES: Records were complete, accurate, and up to date. All certificates are current. <br />The annual b/astinq notice wi// need to be published soon. <br />TOPSOIL: The topsoiling recovery and replacement for this year had just been completed. <br />Topsoil depths meet and or are exceeded throughout the campaign area just completed. <br />RECLAMATION SUCCESS: The site shows no signs of any rills or gullies. Signs of new growth <br />appears throughout the site and no problems with erosion was observed. <br />
