(Page 2) <br />MINE ID # OR PROSPECTING ID #: M-1985-038 <br />INSPECTION DATE: 8-8-06 <br />OBSERVATIONS <br />INSPECTOR'S INITIALS GRM <br />This inspection was conducted as part of the normal monitoring program established by the Colorado Division of <br />Reclamation, Mining and Safety for permitted sites. The Rifle Quarry is located just west of the Rifle Falls State <br />Park near Rifle Colorado. No operator was present as the inspection was done out of convenience with other work <br />in the area and the distance of travel for any representative to the site. <br />The mine identification sign and affected area boundary markers are in place and incompliance with Rule 3.1.12. <br />The sign is located on the main road into the permit area. Boundary markers are t-posts and natural features that are <br />easy to distinguish. <br />The site is unchanged since the last inspection of September 2002 with the exception of some stormwater control <br />measures required by the Division during that visit. The enclosed pictures note that the check dams and other <br />structures have been working as planned. Erosion on site has been reduced to some minor surface rilling and <br />sedimentation is being contained on site. <br />Overall the site is stable. No trash or debris is noted on site. No hazardous materials, petroleum products or other <br />issues of that nature were observed. The site conditions are not an issue at this time. <br />A review of Annual Reports indicates the site has been inactive for the past 8 years other than the construction of the <br />stormwater controls. The new annual report due in September for 2006 will make 9 years of inactivity. The only <br />activity was initiated because ofDivision concerns noted in the last inspection. The "Intermittent Status" granted in <br />TR-O1 of 1993 allows for operation of 180 days or less per year, not zero. It is clear that the site has had no activity <br />for the past 9 years which is not the intent of the ~rantin~ of Intermittent status. Further a review of the history of <br />the site shows a Temporary Cessation was granted fora 10 year period from 1987 through 1997. Division staff is <br />requesting that Colorado Lien submit a Technical Revision to the mining plan for the reactivation or reclamation of <br />the site. This issue is listed as a problem at the end of this report with specific dates for compliance.
