III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />This was an complete inspection of the Seneca II Mine for the month of October, 1996. The <br />mine has basically stopped the production of coal and has only to haul the exposed coal to the <br />power plant ,then activities to finish the reclamation plan can commence. <br />Records were inspected and found to be satisfactory. f=uther details of the inspection are noted <br />on page 5 of this report. <br />The roads are in the process of being regraded after the work done to widen the road to walk <br />the dragline to the Yoast mine. Road drainages were being re-installed at the time of the <br />inspection. The remainder of the road work needs to be accomplished by the end of November. <br />Ponds, culverts and ditches were inspected and found to be in satisfactory condition. Stock <br />ponds were in the final stages of being re-worked for winter. Sampling techniques for ground <br />water monitoring were inspected at one alluvial well and one spoils well. A micro purging <br />technique is being utilized at the site and it appears that all sampling procedures are adequate <br />and satisfactory. <br />The mine is about to renew the permit for an additional 5 years and upon receipt of some new <br />"existing" topographic maps, the backfilling and regrading plan will be re-evaluated and revised <br />if necessary. Some back filling has occurred but was temporarily halted for the dragline move. <br />The new topsoil balance survey was recently completed and the results wilt be sent to the <br />Division. Anew topsoil redistribution plan is to formulated during the permit renewal process. <br />Topsoiling activities will not commence until after the permit renewal is complete. <br />The slide area at the head of the Wadge pit was inspected and a plan to excavate some of the <br />scarp area was discussed. A revision to the final grading plan may be forthcoming during the <br />renewal process. <br />Reclamation success of the Pryor years seeding efforts seem to be satisfactory. It is the intent <br />of the mine to start the phase bond release process at the completion of final pit closure. <br />
