III. COMMENTS COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations <br />made during the inspection. Comments also describe any enforcement actions taken during <br />the inspection antl the facts or evidence supporting the enforcement action. <br />This was a complete inspection conducted by Kent Gorham of the Colorado Division of <br />Minerals and Geology. The Rimrock Mine consists of approximately seven acres of <br />reclamation. Ground conditions were dry and the weather was warm. <br />Availability of Records <br />The public copy of the mine records is kept at the Office of the County Planner at the Las <br />Animas County courthouse. DMG 2002 inspections for January, February, March, and April <br />were found incomplete or missing. Recently submitted materials were reviewed and filed <br />accordingly. The insurance certificate has recently expired effective 7/2/2002. The NPDES <br />General permit has also expired. The operator should correct these deficiencies by <br />September 23, 2002. Please see page 2a of this report. <br />Hvdroloaic Balance <br />The single sediment pond at the site held a small puddle of water in its lowest point. The <br />pond embankment appeared stable and spillways were found in good condition. Vegetation <br />on the embankment is sparse and consists primarily of weeds and a few grasses. <br />Revectetation <br />Vegetation continues to suffer the consequences of inadequate rainfall. Little additional <br />growth will occur this season without significant rainfall. Grazing since last inspection was <br />not evident and the gate was found closed but unlocked. Cattle were not seen on the site or <br />in the surrounding pastures. <br />
