(Page 2) <br />MINE ID # OR PROSPECTING ID #: M-1977305 <br />INSPECTION DATE: 8-4-05 <br />OBSERVATIONS <br />INSPECTOR'S INITIALS GRM <br />This inspection was conducted as part of the normal monitoring program established by the Colorado Division of <br />Minerals and Geology. Cotter Corporation has plans to re-activate the CLP-21 Mine. The mine is located northwest <br />ofNaturita in the Long Pazk Mesa Area. Mr. Dick White accompanied the inspector on site to discuss re-activation <br />activities. <br />The site has been under full reclamation for a few yeazs. Revegetation has done well with approximately 60% cover <br />under current conditions. There is no visible erosion or sedimentation control problems. A baz ditch diverts <br />stormwater run-on from infiltrating the reclaimed waste pile areas. <br />The plan to reactivate the site includes the re-opening of the portal, re-establishing a pad for a work office, power <br />and exposure of the southern edge ofthe reclaimed waste pile. The reopening ofthe portal will involve digging out <br />the opening and re-establishing a staging azea. A culvert will be installed and covered to allow access to the portal <br />area while maintaining the stormwater management for the waste piles. A concrete pad, which was covered during <br />reclamation, will be uncovered for use of a temporary office building. Power poles will be re-installed to the site for <br />mine, office and fan operation. The topsoil will be stripped from the southern side ofthe reclaimed waste piles. The <br />piles will then be extended southwazd maintaining current elevations. <br />Overall, the re-activation plans carry on the proposed operation plans originally submitted with a few modificafions. <br />Several issues were discussed to better streamline the permit and accommodate some changes. Approximately 6 to <br />8 acres of the permit are tied up in pre-law roads that the D.O.E. wishes to have remain after mining is complete. <br />Much of this acreage is useless side roads that do not benefit the operator. After review staff recommendation to <br />Cotter is a 2-part process that was briefly discussed on site. First, the operator can do an acreage reduction request <br />to remove the unnecessary roads from the permit. The operator can then do an amendment to add in acreage to the <br />actual mine site area. Since an amendment is required and the site is a 112, Cotter can add inasmuch additional <br />acreage as it may deem necessary for mining operations. Another issue is the placement of 2 Fan sites for mining <br />operations. Originally, 2 sites were proposed for fans that never were utilized. Cotter wishes to relocate the 2 <br />proposed sites to more favorable use azeas. Staff looks at the original proposed sites as not fixed locations. <br />Therefore, if Cotter wishes to relocate the sites to an azea more advantageous there is no problem as long as the <br />overall proposed acreage disturbance is not over that originally proposed. <br />Cotter will need to repost a proper sign and mazk permit boundaries as required by Rule. Also, it would be best if <br />azeas reclaimed that aze to be left alone were mazked so workers do not create disturbances in protected azeas. <br />Staff will recalculate the bond for the site. It is understood that D.O.E. has requested a $48,000.00 bond for <br />reactivation and mining plans. A review will take into account all proposed plans. <br />Cotter will need to do SPLP testing on waste prior to deposition at the surface and on ore prior to stockpiling for <br />shipment as part of a DMO review for this site. <br />No problems are noted at this time. <br />
